That's an interesting effect and you can achieve with Photoshop.

In photoshop apply the filter called wave. It's located in Filter > Distort > Wave. You can also apply the other filters located in Distort as well to make it more randomized.

Here is something I threw together in about 15 sec to demonstrate the filter. It's not exactly the same as the image you posted, but with more touch ups, you can achieve the same effect.
