What filter?

What is filter is on the image at the bottom of this url? http://www.antart.com.au/html/index.html. The picture looks like it has dots on it. How are the dots put there? Can it be done in Photoshop?

IF it were me i'd make a small square filled with dots make it into a pattern and cover a layer with it and make it's opacity about 30% thats in adobe photoshop btw. hope this is abit of help.

its not a filter. You make the dot image and save it as a pattern and then use Fill on an empty layer, then lower the opacity...
