Command prompt new user

When I type

NET USER username password /ADD
It just adds a new user to the computer. What should I do if I want a new user on the network???


I'm sorry if this isn't the correct forum, but it's better than 4chan :)

^You have to do it via the server, at my school they have a command program, that they import a CSV and it creates a folder, username etc on the server.
