i found this effect and i want recreate it with another photo do you know how?

Bring it into Photoshop and then go to the menu Image-> Adjustments -> Treshold

Play around with the settings for a bit and you should get something like that. :)

If you are using Photoshop, open your picture and change it to greyscale. Go to Levels and move the black and white slider in towards the middle until you get the effect you are looking for.

Change the image back to cmyk (or rgb if for screen). Double click on the Background layer which has the pic on it and create a new layer and fill with the desired colour for the background. Put the pic layer on top of the coloured layer and change the mode to multiply.
