filter or effect?

Hi! I need to get an effect like the file I have attached. I have been trying with photoshop but cannot get it. Do I need a particular filter. Can anyone guide my please? Thanks.

might be a mixture of filters/effect/layer styles. Maybe try Flaming pear's filter 'Superblade pro'

Seems more like it's digitally painted. Made using blur, smudge, dodge, burn.
