I have searched google and here but cant find anything, I need a program which I can just give some photos to (about 20 at a time) and it generates thumbnails ate a certain dimension, I dont mind if it just shrinks the whole image or just gives a clip of it, if anyone has or knows of such software could you put a link here.

Do you have Photoshop? It can do that.

Yeah I have photoshop CS2, but id ont know how to do it, can you explain

In CS2, go to File > Automate... and select Web Photo Gallery.
Then under Options: Thumbnails, you can select the size of your thumbnails :)

Open the photoshop help and look up "macros"
You should find information showing you that you can open a certain panel, press record, and photoshop will record your acxtions until your press stop, in this case it would be shrinking an open picture to thumbnail size and saving it.
Then once the macro is created, just open picture1, run the macro, close picture one (only if you didn't make close open window part of the macro) then open picture2 run macro, then picture3 etc... etc...
It may not do batch resizing, but it will drastically reduce the time it takes to do it by hand, basically the only time consumes would be you opening the images one by one, and running the saved macro (you can assign shortcut key combos to activate it, to speed it up even more)

ye could also do that in irfanview, batch process - resize;)
