sys fan on motherboard

Does the sys fan connector on the motherboard controll the speed of the fan? Or simply power it?

older motherboards it simply powers, newer it both provide speed control and power - fan controllers can then use the settings and speed them up or slow them down, on a side note AMD 64 and up all have automatic speed control to make sure the system is running at a good temperature.
