i have been looking around for some tutorials but i cant find anythink close to it.Do some one know of any tutorials????

It is what it is...

You need to somehow create those ornamental swoopy things, either in a vector program or from someone elses premade brushes. Other than creating the actual designs, its just a matter of some pink gradients, dotted edges and lots of layers of swoopy things.
