Personally I suggest moving the link at the top firther up. WHen they sit on the line like that, it looks accidental.

If I may be honest I really don't like it at all, sorry.

Try to use something other than Times New Roman (or if you do at least make it smaller), add some more colour? And the emblem in the middle looks really messy,

Learn a different program other then paint to do your graphics in? Also, there's no structure at all to the site. Looks to me just a bunch of text piled together... Learn how to create easy to read and look at sites.
