If the initial job works out you would be responsible for implementing all changes and additions to the site from that point on.

To be honest that is what I need from you guys - a recommend - as far as the best way to code the site. I've done the design but I need someone to do the back-end. Interested in seeing portfolios before showing the design.

It's possible, all though I doubt it. It's also possible that he implemented the template for a client. Still not a good idea IMHO.
