There seems to be sort of rectangular format for almost all websites nowadays. Kirupa has it and many others. Is it because of different resolution settings? So it looks good on all of them? If so what are the specifications for such a design...because I am creating a website but I don't want to get way down the line and discover it looks like crap on every other resolution.

Huh? Rectangular as opposed to what? They're rectangle based because monitors (at least the ones I've had the pleasure of using) are rectangles.
As far as size, you can choose what resolution to cater to, but keep in mind that if it gets larger than a user's viewing area, it will be more difficult to navigate.

I think he means centered rectangle designs, I THINK. but its because that way on smaller res it cuts out some of both side, and on larger res moitors it isnt just a website on the left with a massive background on the right.
