Most image editing software can edit .gifs. I think flash can not sure but if you just want to resize it for a website, then you can simply addtags in it for example
<img src="insertsource.gif" width="100" height="100" />
thats xhtml code for width 100pc heihgt 100 px

I tried edrummer, it works but the quality wasn't good. it's kinda dirty.
If I'd like to make a fresh gif banner, what software will you recommend?
thanks
