I know this is a really basic simple question, but I'm sort of new to Photoshop. What I want to do is change one set of colors to another, for instance change all the blues in a picture to greens of the same shade. Is there an easy way to do this?

Use 'select color' or 'replace color'.

or even within hue/saturation, you can specify a range of colors to manipulate (with customisable options).
lots of ways!
