Creating Scrollbar for text

I tried to create a scrollbar for my text box, but for some reason my down button doesn't work. The up button is fine.

I looked at your fla but I use a different method to you,
Here is an fla for a Flash method to scroll any object. I works by increasing or decreasing the y position of a movie clip behind a mask.
