You need to get all the pocket pc SDK know some c++. and your set. Documentation is pretty low, but truely you can do a lot with a pocket pc's power if you code right.
Oh if your designing a program they have emulators that simulate a pocket pc's speed and stuff right on the screen so even if you dont have a 5.0 pocket pc (which you should if your designing for them) everything will still be good.
SDK:

MS eMbedded Visual Basic
[link here]
It comes with some source code and stuff should be easy enough to learn. The most i did was add some text boxs to the screen.
//edit install MS eMbedded VB first. then the SDK.

I have a Pockt PC (the Verizon phone with the slide out keyboard). You don't need any C++. You can get the .Net Framework Mobile SDK can write apps in any .Net language for the Pocket PC.
Oh and MS eMbedded Visual Basic was phased out after Pocket 2003. .Net is the new model

Oh i use to have a great one sorry i cant remember the name... is there a reason you want to design on it? The best use is pixel art imo because major filters and stuff arnt supported because of the processing power it takes to genrate them.
Just search around your propably not gonna find anything to extrodianary because the real thought of designing on one isn't that realistic.

You mean like something to use ON the pocket PC to design?
Conduits Pocket Artist is like Photoshop reincarnated for the Pocket PC. I don't know about anything resembling flash, though.
