In the sig tutorial ( http://www.kirupa.com/motiongraphics/coolfooters2.htm ) it says in step 6 to make a diagnol with a marquee tool, but I'm not quite sure how you do that? Any clue?

yeah that's not really clear is it?
i think the easiest way would be to use the rectangular marquee to draw a box, then right click and select "transform selection" from the menu. then you should be able to skew it sideways...you know how you hold your mouse over an edge (but not a corner) and then drag sideways?
that'd work :)

darn, i wondered that ages ago too, till i found out how by experimenting:)
i think it's transform selection, right click again, then skew:)
