TV grunge

I was wondering if someone could point me to a tutorial or a filter or anything that could be useful for creating a grungy TV effect. I'm not talking about the usual glowing text with scanlines stuff. I wanted distortion/ghosting/static etc.

I'm not sure exactly what I'd be using the effect with, but it would probably be something moving. So it would probably (hopefully) be a combination of images from PS and animation in flash.

So any tips on the movement of this effect would also be appreciated.

www.alienskin.com I think they have a plug in for it....as far as tuts I know of none.......Just fool around with it.
