i see what you are going for..
i think there are too many things going on. good propaganda design is pretty minimal. in design AND in color.

Nice ad... but it seems more like the 1950s-early 1960s American ads that were on subway trains... rather than propaganda...I think they have examples in the MTA museum in.. Brooklyn,ny, USA
2. it is missing type(to be honest anything without type is hard for me to accept[personal note])--I don't get if I am suppossed to follow the women or the flag
Were you going for that50sUSA or Soviet propaganda?
Remember European design utilizes strong minimalist imagery(like haam hinted at) and coupled with typography that is usually lined on a grid, unless we go into dada
And again I am viewing this on dial-up if it does have text on it and I didn't see it because it didn't load... I apologize
besides that I like it...oh yeah keep the red flag it keeps the eye flowing to the women.. and applies good nodes...

the flag doesn't look like a flag at first view:)
keep it, but try adding depth to it to easily distinguish it. it looks more like a red background.

how do I add depth.Tried using the blending method in illustrator but no matter how many times I increased the steps it just looked distroted and there were funny holes in some places

Nice pic there.
Excluding the red flag, the rest looks almost sepia-tone, (you know, the old 'brownish' photo prints).
Me, I'd try using a more 'faded' red for the flag.
