Photoshop question..

I've started using photoshop for a couple of weeks now and I'm pretty much comfortable using it. I have this one question though that has been eating at my mind for the past couple of days.

Using a photo, how can one obtain the effect found at this link: http://www.okflavor.com/heliozilla/projects/METROPOP/hi-fi/img_1.jpg ?

Any ideas?

it's simple

mess with the "cutout' filter under artistic

remember, if you want it in monocrome make a layer of the color of your choice on top of that layer and change the blend mode to color.
