im looking to recreate this effect on a video, probably frame by frame photoshop.. ect, anyone have any tutorials or links that could help me make this effect?

heh, watch the dvd extras, fx people tell you that it was the hardest bit to do (involves greenscreen, hi-speed cameras, some modeling, fluids simulation, and filming real smoke/liquids)

I don't think he needs to match Hollywood movie quality, I would look at the stuff on Creative Cow. Mix and match a few things and get something serviceable.
