layer blending options: stroke outline (anthracite gray/black, 'outside' option), inner shadow (or is it a light bevel?) and custom brushes for the paint drips.

its a soft inner bevel. keyword: soft

I wouldn't use bruses for something small and simple like that. I would use a pen tool and my tablet.

That said I would also do that whole thing in Illustrator.

yeah you don't need brushes for those drips... just grab a round brush and paint them in. even if you don't have a wacom/tablet you can still do it, it's not like it's really complex painting.
