click on the dvd cover image to see a bigger version. I want to know how to do that white out bleached look on the hand. Is there a way to accomplish that in photoshop?

de-saturate, blend modes with a blurred image, then over expose some areas with curves. There are so many ways to do that it is hard to give you a definitive answer.
