Need help with hdr ftr sizing

im using dreamweaver to make my site, and i have a three from website, with a header, body , and footer form. i have made individual images for the header and footer, but as u view the web page and adjust the size of the explrer window, the footer either gets cut off or shows white space around it, i tried making the hdr ftr, as a backgrund but of course that just puts multiple images in the part to be spread out, i tired adjust ing the margin height and width but it didnt work.
