1) Get rid of the gap at the top of the layout, looks wierd.

2) I guess you're still working on the navigation so I'm assuming those dropdown menus are temporarily. Let's hope so because they're killing your layout.

3) There isn't much to critique on now, but it could use more content and effects or graphics, just too empty right now.

I like the colours on the second version. The "no war" thing is well done...
I don't have too much problems with the gap on top, but with:

[a] The dark green section on the left side, bottom. I know the text was supposed to be "incomplete"... like, hidden a bit, but it looks weird.

[b] The drop-down navigation, like EG said.
