photoshop effect?

How do u achieve this effect that looks similar to vector using photoshop?

Here's the secret ;)

1. filters/artistic/poster edges then
2. filters/artistic/cut out

There is not a magic setting for all images - you have to play around with each variable, each time - but you'll get the result you' re looking for.
