well... if you look at it closely, highlighting an image makes every other pixel blue... so all they had to do was figure out what the highlight pattern was, make a picture of saddam with the negative of the pattern, then superimpose it on the picture. The neat thing about it is that when a picture is highlighted, there are more blue pixels than regular pixels, this means that you'll notice more the picture of bush when it's not highlighted.
