One of my designs was rejected by Threadless because of inadequate size. The max size is 15'' by 15''. How does that translate into pixels on the Photoshop submission template?

i don't know about the submission template, but 15" x 15" is 1080 px x 1080 px.

Um I really don't know anything about threadless.com ... but it totally depends on the the resolution they're printing it at... if it's 300 dpi(which it probably isn't) then it would be (15" * 300) = 4500 pixels wide by (15" * 300) = 4500 pixels high.

it has the rules right there? 640x480 less than 60k for the large you also need a gif thumb

You can get the requirements here...
http://www.threadless.com/submit
It says it must be at least 150dpi. (most likely what went wrong if you did your image in photoshop, which defaults at 72dpi because of monitor resolutions)
# File Dimenisions - Thumbnails must be 100 pixels wide by 70 pixels tall. Large images must be 640 pixels wide by 480 pixels tall.
# File Size - The thumbnail must be under 4kb and the large image must be under 60kb.
# Design Dimensions & Placement The design must be within a 15 x 15 inch area and may not extend over shirt seams or be a 'wraparound'.
Jeebus, everyone keeps beating me today.

I appreciate all these reponses, but they are not what I'm looking for. Threadless doesn't really give a crap about the pixel dimensions of your real design. They first have to accept your scaled down submission design before even looking at the real deal. The numbers that you all are giving in the 1000's is rediculous because the template's max possible is 312 x 369 (see attachment in first post).

15" x 15" is representational of the maximum size that a M-2XL shirt is able to print at. I believe all they are saying is it has to fit within the confines of the shirt. However, their inadequate size remark more than likely was in relation to the file size... not the actual design size.

The reason your design was declined is: The design is too large for print.
Simplistik, would you say 15'' = 312 px on the scaled down submission template?

Ah... hmmm... that is kinda weird. I don't know what their ratio of scaling down their shirt was but I do it's kinda odd that if that's your size it would be turned down. The reason I say that is http://www.threadless.com/submission/43553/Give_It_Up is just as large if not larger than what you're trying to submit. You may try to contact them directly and figure out what their deal is.

"Give It Up" was about the same size as my rejected design. I've seen some with rectangular areas even bigger than mine. Look at this monster one:
