Because on PC they're just as annoying and useless as on Mac. :)

Where the H have you been? :P
(They're one of the most popular features in Mac OS X Tiger - Dashboard. They allow you to do little things and get information by a single key. You drag new widgets onto your Dashboard whenever you like. On Windows, you can use a program that has been around forever that imitates the same features, although it existed first).

No, Widgets.
In Max OS X Tiger, like Nokrev said... they exist in a program called Dashboard ( http://www.apple.com/macosx/features/dashboard/ )
For windows, the program Desktop X ( http://www.stardock.com/products/desktopx/ ) (or konfabulator) was around first.
Widgets are just mini applications on your desktop that you can hide/show when you need them that help you get useful information or whatever.
Some people find them useful, other people find them to be crap.

I personally find them to be crap, or at least when I am running Photoshop, Transmit, Adium, iTunes, Automator, Safari, and TextWrangler, and none of the data shows up.

I'm gonna stay neutral to what they are. Because while I personally don't have much need for them, I do see how they could be useful to other people.
