You can't burn an iso file onto a disk. But I think I know what you want, you want it to be like it's on a CD, instead it's still on the disc. To do this, you have to mount the file. Use Daemontools or Alcohol 120%

No, you can't burn stuff onto your HD (see that I'm desperately trying to correct your terminology here :)). If you have the ISO on your disk, it's already burned on your HD per se. You will be able to mount it, which is probably what you have in mind. You will see a new CD drive in explorer and it will have the contents of your ISO and your OS will think that it's a real CD.

Alcohol is really nice, it's too bad that it is so expensive for something I wouldn't use that much. Roxio screws up when it tries to burn ISOs onto CDs, so I have trouble burning OSes and such.

You're getting confused here. This is how it works.
You can't "burn" files to your HD. What you want is a CD "IMAGE". This type of file is called an ISO file, with the extension .iso . CD images act as CD's themselves in some cases. Its a direct copy of the CD on your Hard Drive.
Once you have the CD image (.ISO) on your HD, then you can use it by using something called a "virtual drive". A virtual drive is basically a CD drive to your computer that lets you run "virtual CD"s, or CD images (.ISO). Once you "mount" a CD image into your virtual drive, you can then use it as you would a CD.
So for this you need two types of programs. One, is a program, that lets you rip CD images from CDs you put in. If you already have a .ISO that you want to use, skip this. Some good programs for this are Alcohol 120%, Ashampoo CD Recording Suite, Roxio, etc etc.
Then you'll need a program that will let you mount your .ISO onto a virtual drive. None is better at doing this than Alcohol 120%. You can do both things (rip a .ISO from a CD to your HD, and mount a .ISO onto a virtual drive) using Alcohol 120%.
Good luck! =)
I highly recommend using Alcohol 120% for both of these
