This is nothing. There is so much worse out there... I was expecting more. I bet a LARGE portion of guys in his situation have done the same exact thing. I wouldnt be at all surprised if 40% or more of the brothers out there have done that. A guy at his age at that point in your life where you are curious about girls and what they're about... sure, thats normal to use your sister as a medium for information. Not to saying going through her clothes like that is 'good' or 'right' but its completely understandable.

I actually feel incredibly sorry for the guy having that happen to him - with people out there who would go out of their way to intervene like that in something thats not their business at all. What did that anonnymous person think they were going to accomplish? The kid wasnt sexually molesting his sister, just trying to find out what her junk smelled like when she wasnt around. There wasnt any harm in that, technically. He was even getting advice there and I bet it wouldnt have taken much for someone to convince him it is 'wrong' and that he should stop! Now, though, the poor guy has to go through therapy and be looked down upon by his whole family. Thats pretty screwed up if you ask me. (and I have no problem believing this is real)
