Just open up a program like flash, freehand, or illustrator and
draw something using the program's basic drawing function. This
alone creates the "style" of vector art.
Besides what I just said, no one is going to sit here and type out
for you how to do everything for you. :sigh:

Basically anything that is made with the pencil and pen tool. Or for a better term uses path. You will know vector because you can scale it and it will have virtually no loss in quality. And he is right no one is going to tell you how to do it. There is a sticky at the the top of this board with all the resources you need.
