I'm working on a painting of the ocean with slightly choppy waves in Photoshop. I may be doing more work in the future. Unfortunately, I'm stuck with painting the ocean by hand, which is very tedious and difficult to get correct.
What applications (Photoshop plugins, freestanding apps) can create the effect of water, with variable lighting and wave height?
Over the long term, I'm willing to look into high-end (expensive) apps like Maya and such. Short-term I"m looking for something less expensive - maybe Bryce, if that has the effect needed.

i'm certain that you are not going to get a 3d realistic ocean with PS despite the plugin.
p.s. bryce is not that current anymore and look into 3dsm or maya(special ocean feature in the most current realeases but expensive.)

dont use bryce for water, it looks pretty cheezy. If you are ready to spend money, maya unlimited has fluid dynamics that make a pretty niffty ocean.

Everyone knows Maya fluid oceans look terrible :P
I'd recommend the Dreamscape plugin for 3dsmax. I'm actually using it on a project right now. It does bog my P4-2.8GHz system down to a crawl, but the results are quite nice.
Take a look at some samples from their website:
http://www.sitnisati.com/DScape/whitecap1.avi
http://www.sitnisati.com/anims/BoatGO3.avi
http://www.sitnisati.com/DScape/underwater.avi
DreamScape package includes several plug-in types:
* DreamScape atmospherics (Daylight, Sky, 2D/3D Clouds, Rainbow)
* DreamScape SubSurface atmospherics (realistic underwater scenery)
* SunLight (raytrace shadows, area shadows)
* Terra object ('virtual polygon' rendering - low memory and fast, easy SDK for terrain filters, MAX Script support) + advanced terra editor
* Terrain texmap (apply different texmaps based on elevation and/or slope)
* SeaSurface object (optimized mesh, advanced waves generator, foam generator, support for DS Daemons)
* Sea Material (reflect, refract, glittering)
* Composite texmap
* Noise texmap (many noise types with advanced control inside one texmap)
* Dynamics Daemon for dynamics simulation, including wakes, reflected/refracted waves, automatic foam creation and more.

i think it was used in this one movie called finding nemo. :D
Edit: ok i dont think nemo was, pixar used their own stuff. But Perfect strom was, and they used a lot of water :)

If you don't need it animating there is a nice tutorial on making water using normal filters

there is a plugin for photoshopcalled "flood" I would use that it makes realistic water, I think it is made by flaming pear. Also if you want to use 3d then composite it in you can use terragen or vue d' esprit.
