Hey,
How would I go about creating an effect like this (see picture) in Photoshop?

That white-ish glow with a blur... I've read a couple of tuts but none really seem to get me that exact effect.

can be done with airbrushing/smudge tool/blur tool

normal layer
diffuse glow with 0 grain layer
gaussian blur layer
maybe a smudge stick layer

usually I just copy the layer to anew above the original, blur a decent amount, perhaps 5-10, then set blend mode to lighten :)

duplicate layer,gaussian blur, mode overlay, change the levels settings .

there is a filter available that does that, but i would use the more manual methods metioned above..

Hey thanks everyone. :}
All suggestions worked pretty good but this seemed to work best (from DC's link):
> Duplicate layer.
> Add Gaussian Blur.
> Set Blend mode to: Screen.
> Merge layers.
> Adjust levels (middle slider > move right).

What I do to get this is really easy actually. I use fireworks but it should be similar in photoshop.
New layer, Glaussian(or whatever) Blur, and Lower The Transparency
