what version of counter-strike?`

anyway you could try making a shortcut to the game and then adding -console at the end of the target line in the shortcut properties or you could go to the cstrike/ folder and open up the config.cfg file
in there search for "console" until u come to a line something like
console "1.0"
make sure that it's not set to 0.

Or ake sure you've got the ~ key binded to the console. U can do that in teh config file as well as in the options dialog I think.

go to your config file. it's a file that isn't originally opened with notepad, but when asked what you want to open it with, select notepad. then, look for the line

console = 0

and change it to

console = 1

One bug alert: if you alt-tab, it sometimes changes back to

console = 0

for some unknown reason.

If you need help navigating to your config file, just post here. But it's in the CS directory.

In CS:S you need to go to Options->Advanced->Keyboard->Enable developer console.
