Hello everybody
How can I make a background like the background here (http://www.cduk.com/main.php) using PhotoShop CS?
I'm absolutely a PS beginner.

Have you checked the resource and tutorial sticky?
There are many tutorials all over the place explaining how to make some cool background patterns.

Yes, I've already checked some links, but I didn't find something that looks similar. (As I said before I don't know anything about PS)

Its going to be something like this: Make a circle thats blue, copy the circle layer. Choose the layer thats on the bottom and do a motion blur to it. You may have to do several motion blurs and you may have to move the motion blurs down some to make the blur longer.

you could take a basic soft circle brush and increase the spaceing in the bush options (press f5 or go to windows- brush pallette i think it is) and then brush a line in the direction u want (press and hold shift for a straight line) then just motion blur it follow by a small gassion blur to get rid of the straight edges u might get. then just add the circles on top well summit like that
mess about with the ideas people have said photoshop dosnt bite cough to much cough :P
