I need Frontpage Help

I'm hoping that someone will find this question very basic and be able to help me. I think I have a Navigational Structure problem (but I'm not sure)

When I am working in Frontpage, all of my link bars will show up at the top of each individual page. But when I publish to web and pull up my website on the web, it will only show 3 of the 7 link bars that I have set up. In my Navigational structure, I have all of them linked to my home page and to each other in one way or another- is this where the problem is or am I missing something???? I really hope someone can help!!!

weird that it's showing three and not seven. Do you have anything in your site set to 3? It's just a weird number to stop at...

Perhaps the buttons are behind a layer or an image on the site?

I do not believe that the buttons are being hidden or covered by anything as they are right accross the top of each page. In my Frontpage software, I can go from page to page by hitting each individual button on each page but when I upload it to the web- only 3 of these buttons are coming up. I just cannot figure out what the problem could be. I will try working with it some more tonight and see if I am just missing something stupid.
