where can i get good quality pictures that i can do vector art on

anywhere that has pictures... if you want to make a vector art from a picture, just choose any pic you like and work from it. Of course it helps if the colours aren't too similar, but you can do things like running a posterize filter to make it a bit easier.

If this is just for practice then I suggest scanning pics out of a magazine and use that. That's if it's just for practice though, if you use it for business then you might violate copyright laws.

when im tracing a face.. should i use the color of the face or just a black? or does it matter?

well... if you use black to do a face, it'll look a bit unrealistic (even if it's a black person *not trying to be racist*)
is that what you mean?

Calaway, for tracing purposes, I would use black just so you can see what you're doing, but Ilikepie is right, it would look unrealistic just to leave it pure black.
I'm not sure if you're using Illustrator or not, but in Illustrator, you can double click on a layer and turn it into a template. It will dim the layer about 50% and lock it as well so you can make a new layer on top of that and easily trace away. =)
