Photoshop Elements is basically just a stripped down version of Photoshop. So of course it is cheaper than Photoshop.

I'm not entirely sure WHAT this program can do exactly, I have the version 1.0 and I have only used it like once (since I have the full Photoshop I haven't really had a need to use it).

I'd suggest, the GIMP. Version 2 is a big improvement in terms of ease-of-use and features.
Also it has almost all the functionality of PS for _free_.

Yup- downside is you have to use linux though.

YOu might want to look for PSP (paint shop pro) by jasc - it's not anywhere near as good as ps but still has layers, filters and all the basic tools you need...

I've been working with elements too and quite fond of it, some good tools that are not even in the normal photoshop, even though it is missing key features...

I heard that they released and/or are releasing the GIMP for windows.
So it might still be an option

heh (installing linux a downside??? atleast _I_ find that funny) But you can run GIMP on windows as long as you donwload GTK as well.
Check the website : http://www.gimp.org
