help w/ photoshop (i think)

i am wondering...what is the easiest way to get the same effect that www.designchapel.com has on his main page, on the first illustation of that girl sitting down (the transparent lines accross everything?)

create a 2x2 pixel doc.....zoom in like to 1600 make a black bgrd (or whatever color) use the pencil tool to make a white dot in the upper left corner.. flatten image then go edit \>>define pattern. now on your main image create a new layer. then go edit>>fill choose pattern find your pattern then press okay. it should fill the layer with that patter. if you make a selection first then make a new layer it will fill the selection.

Ive been trying to use those scan lines tutorials...but...that's not quite what im looking for..this sounds alot better. thank you.
