I have two layers and would like to make the top layer transparent by about 50%. how do I do this?

in the layers panel, theres an opacity option (above the list of layers on the right side). Set that to 50% :)

hit v on the keyboard (selection tool) and while this is selected you can use your numerical keypad to control the opacity of the layer thats active.

eg.. hit 50 on your keypad for 50 percent. or 05 for 5 percent.

warning
Make sure you have the selection tool selected if you want to change the opacity of the layer, some tools have there own opacity , such as the gradient tool and blur tool, hitting the keypad with these tools selected will adjust the opacity values for those tools.

I use photoshop 7.0 and I would like to know:
How can I make the white background of one layer be transparent while keeping the picture to import into flash on top of another image?
