most likely Photoshop Layer Styles.
I'll give you a good hint.....
Bevel & Emboss with adjusted contours + Satin + Gradient Overlay + Inner Glow ;)
Toy with those and you can prob get something similar.

+ outer shadow at 10% opacity and hell yeah, an overuse of glows...

i'm confused though... so many sites use these kinds of borders, interfaces etc, but with all the photoshop work needed, wouldn't it make the filesize soar when you import all the jpegs into flash? i know it'd be really really hard to do that inside flash using vectors (you'd have to try and draw all the embossing and glows :P), but surely if you design a whole interface in PS then port it across, it'd take up heaps of space?

No, surprisingly low file sizes with PS work, if exported correctly.

if you drag all of your PS through FW for the final export you can knock off tremendous amounts of kbs.....PS export sux.

you know what....after looking at it closely......I can do 98% of that in FW...actually 100 but I would do the diagonal pattern in PS

i quickly did this following mlk's and jnicklo's instructions. Looks pretty ordinary but hey, im still learning.... still dont know how they go it to that "icey" interface though, brushes?

you can use different contours within the layer styles effects, that might help along with the layer styles mentioned.
