Here's a tutorial from our very own Kirupa Photoshop Tutorial section on the main page. It's a little different but maybe if you mess with the settings you'll get that effect. :)

The "effect" shown at top is simply an image saved as a .gif with a very low color setting, so transitional colors are forced to use that dotty pattern.
The effect on the second link is a good use of pattern fills, so you can still keep a full spectrum of color while getting the dots.
