building a city in ps?

i've done some 3d work and I want to create a city in the background I've got PS CS and theres no 3D filter included can anyone recomend any tutorials etc?

Seriously, this is majorly ambitious for Photoshop, if you're after true 3D. Of course you could draw it flat but with perspective to look like it's 3D...

If you use 3d.....(hopefully it is 3d studio max), use the plugin called Greeble. It makes the most awesome cities. I dont like to say something is impossible to do because this theoretically can be done in PS. But it would be very difficult my advice: take the road of less resistance, or find a good stock photo or take a photo yourself.

Kitiara was on the right lines I was gonna create a perspective city view. Thanks DDD I'll check out that plugin.
