ok ive seen this effect used everywhere but i cannot duplicate it its the blur around either fonts or person that makes it glow
just like on
www.electronicgeek.com on the about area
i cant remember any other sites that use it but his is cool so i remembred it :)

it's drop shadow at 50% opacity, 0px distance, the rest regular settings
or
ctrl+click on the layer, the shift+ctrl+i to invert the selection, then a small gaussian blur.
easy!

yeah that is but a layer style....more than likely a drop shadow 0 distance. what is it that you are trying to apply that effect to? Could be another tweak needed

well i just wanted to test it out on a normal impact font saying
i found a site which is more what i wanted to do

it has the dreamy feel to it... kinda like the new prince of persia on xbox thats the effect i was going for.

there is a few ways to get it, but a glow layer style will be the best. Give your text a dark to med gray. The make the glow white with a low opacity and a blend of soft light or lighten. It is a really easy effect. If you want a lil more irregularity to the glow. Then you can copy the text to a new layer now you have 2 layers same text. Blur the bottom layer with a radial blur, them gaussian blur, Play with the blend mode and opacity of that layer.
