I'm reasonable sure After Effects can do this. (it can save as .swf, so I would assume it can import)

wait a minute i dont get it you wanna make an swf an avi or vice versa?? if so you can export from flash as a avi and if its the other way around you could either use flix or flash mx which imports avi outta da box
