how can you put makeover or cool eye balls... sci-fi hair.. on a pic of a chick?

You can use the ellipse select and select the eyes of the chick then play with the levels to get different colors you can also copy the selection place it on the layer above the original then play with the layer blends to achieve some good results......You can use a mask layer to play images in the eyes. There are many ways you can do that what exactly do you want to achieve. For the make up use the airbrush tool at a low pressure for some blush......too many options to list....b more specific.
